The purpose of the project proposal is to support the reformation of the social services system and the facilitation of transitions to the new mechanisms in the municipality of Dolna Banya, through the development and strengthening of municipal capacity.
To achieve this goal, the following activities will be implemented:
1. Hiring, training and supervision of the personnel necessary to fulfill the obligations and responsibilities of the municipality of Dolna Banya under the ZLP/ZHU, as well as under the ZSU in the part related to the referral by the municipality for the use of social services.
2. Ensuring the mechanism for cooperation and monitoring of social services through a council on social services issues (created under Art. 27 of the ZSU).
3. Preparation of analyzes and studies in the field of social services, including analysis of the needs of social services.
4. Support of the municipality for planning and analyzing the provision of social and integrated health and social services, including the development of programs for the development of the quality of social services.
5. Carrying out explanatory and informational campaigns on the provision of personal assistance, social and integrated health and social services, as well as awareness of the society at the local level regarding the possibilities for solving the problems related to the lack of accessibility for people with disabilities.
Measures:
1. Building administrative capacity to reform and restructure or close existing social services;
2. Increasing the knowledge of the experts in the municipality on the application of the existing regulations and good practices for the administration and management of social services in Bulgaria;
3. Increasing the capacity for monitoring and evaluation, as well as providing methodical support for increasing the quality of social services provided.

Укрепване на общинския капацитет: Целта на дейността е да подкрепи реформирането на системата на социалните услуги и улесняването на преходите към новите механизми в община Долна баня чрез развитие и укрепване на общинския капацитет.
Дейността включва следните поддейности:
1. Наемане, обучение и супервизия на персонала, необходим за изпълнение на задълженията и отговорностите на община Долна баня по ЗЛП/ЗХУ, както и по ЗСУ в частта, свързана с насочването от общината за ползване на социални услуги.
2. Обезпечаване на механизма по сътрудничество и наблюдение на социалните услуги чрез съвет по въпросите на социалните услуги (създадени по чл.27 от ЗСУ).
3. Изготвяне на анализи и проучвания в сферата на социалните услуги, в т.ч. анализ от потребностите от социални услуги.
4. Подкрепа на общината за планиране и анализиране на предоставянето на социални и интегрирани здравно-социални услуги, включително за разработване на програми за развитие на качеството на социалните услуги.
5. Провеждане на разяснително-информационни кампании за предоставянето на личната помощ, социалните и интегрирани здравно-социални услуги, както и информираност на обществото на местно ниво относно възможностите за разрешаване на проблемите, свързани с липсата на достъпност за хората с увреждания.
