The aim of the Project is to enhance the quality of life and increase the social inclusion of people with disabilities and elderly people trough establishing of network of home-based social services and provision of adequate (material and staffing) capacity for providing them.
In connection to the unprecedented challenges associated with the pandemic outbreak of COVID 19, additional resources are needed to prevent and secure access to services for vulnerable persons, incl. people with disabilities or with need of support for self-care who are most at risk of COVID-19, as well as persons in quarantine.
It has been identified increased need for the provision of home services in the context of the emerging epidemic situation in the country. The project activities are directed to provision of hourly services to the persons with social need for such and thus protecting the public interest and meeting the needs of the population to prevent the spread of COVID-19.

Предоставяне на услуги в домашна среда за хора от уязвими групи, във връзка със спазване на мерки срещу пандемията от COVID 19: Целта на дейността е да се осигурят допълнителни ресурси за превенция и подпомагане достъпа до услуги на уязвими лица, хора с увреждания в невъзможност за самообслужване, лица в карантинен период и други дейности, пряко свързани с опазване здравето на лицата, които са застрашени в най-голяма степен от COVID-19. Вирусът създаде изключителна ситуация, която трябва да бъде разгледана с конкретни мерки за подкрепа и защита на най-уязвимите от заразяване.
Редица са предизвикателствата пред уязвимите групи, свързани с корона вируса. От една страна те са възрастни хора с висока заболеваемост, значителен е делът на самотно живеещите лица в общината. Представителите на целевите групи, които двете общини ще обхванат са общо 60 /26 за Рила и 34 за Кочериново/ лица, както следва:
- възрастни хора над 65 г. с ограничения или в невъзможност за самообслужване;
- хора с увреждания;
- възрастни в риск;
