The project consists of develop. of a National Environmental Strategy (NES) for a 10-year period and Action Plan.The Strategy will serve as a document outlining the strategic framework and priority areas for environmental protection at national level.
As of 2019, no new NES has been adopted, pursuant to Art. 75 of the Environmental Protection Act (EPA).
The development of aNES, as a stand-alone document that covers and gives a common vision for environmental action, will provide a comprehensive, systematic and integrated framework for the develop. and implem. of environmental policies and the legal requirements of the EPA will be implem.
The need for the development of the Strategy is also indicated in a recommendation of the 3rd Environmental Performance Review of Bulgaria, conducted by the United Nations’ Economic Commission for Europe.
The Ministry of environment and water aims to create a flagship strategic document outlining the goals and priorities of national environmental policy. Integrating environmental policy into sectoral policies is an approach that assesses its horizontal importance and allows the uniting of efforts to create effective solutions.
The implementation of the project will follow the basic principles of strategic planning.
The concept of implementation and framework of the project is in the context and in accordance with the European and national requirements, good practices and principles in the field of environmental protection.
The project will be implemented within one activity and has the following main objectives:
- Preparation of impact assessment, analysis, communication plan.
- Development of a draft NES.
- Development of a draft Action Plan for the Strategy.
- Public consultations with stakeholders, informational-training event.
- Proceeding the drafts National Environmental Strategy and Action Plan according to Chapter VI of the Environmental Protection Act (strategic environmental assessment).

Разработване на Национална стратегия за околна среда и План за действие към нея: Проектът ще се изпълнява в рамките на една дейност, като изпълнението ще се възложи на външни Изпълнители и експерти, наети на трудови договори.
За постигане на целите на проектното предложение са определени 5 основни задачи:
I. Извършване на оценка на въздействие, анализ, план за комуникация
II. Разработване на проект на Национална стратегия за околна среда и План за действие към нея
ІІІ. Процедиране на проект на Национална стратегия за околна среда и План за действие към нея по реда на Глава VI от Закона за опазване на околната среда
IV. Провеждане на публични консултации и информационно-обучително събитие
V. Подпомагане на екипа на МОСВ в процеса на оценка и финализиране на представените от Изпълнителя документи
От страна на Възложителя за осъществяване на мониторинг и контрол на изпълнението и приемане на изпълнението на дейността ще бъдат създадени
експертна група и координационен съвет, включващи представители на МОСВ и заинтересовани администрации.
Експертната група и координационният съвет ще бъдат създадени с цел съдействие на Изпълнителя за изпълнение на дейността по проекта и осигуряване на организационен мониторинг и контрол за приемане на изпълнението на дейността, респективно на ниво МОСВ и междуинституционални ниво. По този начин ще се осигури и прозрачност
на процеса по изпълнение на проекта и достъп до широко профилна експертиза за изразяване на становища (от страна на Възложителя) по всички документи/продукти/резултати.
