In the rural economy of Bulgaria, both micro-enterprises with limited financial resources for growth and companies in need of modernization in physical assets predominate. Many companies are set up in stages, with little start-up capital. The lack of financial resources for initial investment leads to an over-concentration of micro-enterprises in several market segments that require less start-up capital such as retail and repair services, which also have less development potential.
The main challenges related to the implementation of VOMR  in the period 2014 - 2020 of the RDP concern the need to use the local growth potential, competitiveness of micro-enterprises, which aims to improve the quality of life and income of the local population and economy.
The main objective of measure 6.4 "Investments in support of non-agricultural activities" is: Encouragement of the entrepreneurial initiative for offering new products and services and diversification to activities outside agriculture, the so-called non-agricultural activities.
In the present project proposal of the applicant ET "KRASIMIR ILIEV" under procedure BG06RDNP001-19.361 of "LAG Pavlikeni - Polski Trambesh" under measure 6.4 "Investments in support of non-agricultural activities" from SVOMR for implementation of sub-measure 19.2 of the Rural Development Program for The period 2014-2020 aims to promote the entrepreneurial initiative for the implementation of new services in the sale of products and wholesale goods in a warehouse located in the town of Polski Trambesh. The project initiative will purchase a four-pole electric truck with an energy-saving system and a regenerative electric braking system and a safety system, which fully meets the objectives and requirements of the LAG's SVOMR and procedure.
