Description

The aim of the project is the staff of the Crisis Management Center at the Bulgarian Ministry of Foreign Affairs (BMFA) to be well trained and prepared to react effectively in case of occurrence of a variety of crises abroad in which Bulgarian or unrepresented EU citizens are affected. 
The activity will include study visit to Oslo, Norway, where at the Norwegian Ministry of Foreign Affairs (NMFA) an exchange experience seminar will be held. Bulgarian officials will be acquainted with the Norwegian experience from crisis management and how NMFA is organized to handle consular crises. Additionally an informational tour of NMFA’s offices will be made with sharing of information about technical infrastructure and solutions used by the Norwegian colleagues in a crisis. 
Second exchange experience seminar will be held in Sofia, Bulgaria, at the Bulgarian Ministry of Foreign Affairs. At that seminar, the Norwegian colleagues will be made familiar with the Bulgarian experience and practice in the field of crises response.
Other goal is to launch a mobile application for crisis response, which will upgrade significantly the equipment and the capacity of the Bulgarian MFA’s Crisis Management Center to react, help or evacuate Bulgarian citizens suffering distress abroad.

Seminars for knowledge exchange and information tour: The activity aims to train the employees of the Crisis Management Center of the Ministry of Foreign Affairs of Republic of Bulgaria for effective responsiveness in case of bulgarian citizens or other EU citizens are in crisis situation in a state, which EU is not represented. The activity will include visit at Norwegian Ministry of Foreign Affairs where Bulgarian employees will be aquainted with the norwegian experience in acting in crisis situatian and management. An information tour will be led through the offices of the Norwegian Ministry of Foreign Affairs and crucial information about the techical infrastructure and solutions used by Norwegian Ministry of Foreign Affairs will be shared. Second seminar will be held in Sofia where norwegian colleagues will be informed about the bulgarian experience with the crisis management. Equipped Crisis Management Center at the Bulgarian Ministry of Foreign Affairs - Development of a Mobile Crisis Response Application: Activity: Equipped Crisis Management Center at the Bulgarian Ministry of Foreign Affairs - Development of a Mobile Crisis Response Application Description: The activity is aimed at developing and launching a mobile application for crisis response, which will significantly improve the technical means and the capacity of the Crisis Management Center of the Ministry of Foreign Affairs of Republic of Bulgaria to respond, assist or evacuate Bulgarian citizens affected by disasters abroad. The project organizer will develop a technical specification of the functionalities of the mobile application and will conduct a tender to ensure the good implementation of the specified software requirements. In the development of the technical specifications will be used a template according to art. 38 of the Regulation on the general requirements to the information systems, registers and electronic administrative services. The section "I’m traveling to…" on the MFA website will be expanded by the Contractor and the mobile application will be synchronized with it. The development of the mobile application will consist of 4 phases: 1. Period for design and development of the technical specifications; 2. Conducting a tender; 3. Writing the code of a multilingual mobile application, as well as the development and implementation of all necessary components for the expansion of the functionalities of the section “I’m traveling to…” on the site of the Bulgarian MFA; 4. Period for testing and official launch of the mobile application and the new functionalities of the section “I’m traveling to…” on the Bulgarian MFA website. The project organizer will require 4-year warranty support for the mobile application. The project organizer will study the experience and best practices of other EU Member States and partner countries (including Norway) in the field of mobile crisis response applications and, in combination with its own views and needs, will prepare the final technical specification. 254 257.90 32 656.44
Advertising campaign, press conference, catering: The activity aims to inform bulgаrian citizens for the project and its capabilities usefulness as well as providing the potential users with instruction manuals how to use the tool. 75 299.46 8 401.60
