Description

The availability of highly qualified administrative capacity is crucial for the efficient and effective management and control of EU funds. The special requirements and competencies to the State Agency for E-Government`s (SEGA) employees participating in management of EU funds include both good knowledge of European and national regulations in the field of e-government and high level of knowledge and abilities in areas such as information security, database and application architectures and their shared use. Employees should be familiar and accustomed to using market-based models, development of tools and technologies, IT and domain infrastructures, e-government policies, preparation and implementation of projects funded by various donor programs, etc., leading to achieve the set goals. Of great importance are teamwork, analytical skills, innovative approach, flexibility in decision-making, because of daily work with information systems and databases.
In order to ensure the attraction and retention of qualified and motivated specialists it is necessary that SEGA maintains and improves its employees’ motivation.
Apart from training and professional growth opportunities, appealing remuneration is important tool for attracting and retaining highly qualified staff. One of the measures for increasing the motivation and efficiency of the employees is providing a remuneration, based on each employee’s contribution to tasks related to management of European funds, financed by OP “Good Governance”.
The budget line provides remuneration to employees of the CCU performing ESIF activities, as well as social and health insurance, due by the employer accrued on the remuneration paid.
