The project fully responds to the need to invest in sports infrastructure in order to achieve the objectives of the regional and national levels. The development and modernization of sport in the municipality of Ivailovgrad, with a view to increasing the quality of the services provided, is a priority aiming to provide the missing financial resources for their development on the one hand and on the other hand to take measures for their development in accordance with the priorities of the national, regional and local level. The main problems for the maintenance and development of the sports infrastructure are related to the lack of funds for repairs and investments and the tendency for the continuing deterioration of the quality of the infrastructure. The budgetary resources of the municipality of Ivailovgrad, as well as of most municipalities in the Republic of Bulgaria, are highly dependent on the subsidies from the republican budget, the possibilities for realization of own revenues for financing of significant projects are limited. Deteriorated quality and limited access to transport infrastructure and services to the population and the economy adversely affect the competitiveness of rural areas. The realization of the project will contribute to the real satisfaction of the needs of all the groups identified in this analysis on the territory of the municipality. The current project can be considered as feasible and sustainable in the long run, both financially and economically.

Извършване на строително ремонтни дейности по проекта: Изпълнението на СМР се извършва в съответствие с част трета "Строителство" от ЗУТ и започва след датата на подписване на Протокол за откриване на строителна площадка и определяне на строителна линия и ниво и осигурена възможност за започване на изпълнението.
Разрешение за строеж за обекта е издадено от главния архитект от съответната общинска администрация след представяне на техническа документация с оценено съответствие.
Участниците в строителството и взаимоотношенията между тях по проекта се определят от изискванията на раздел втори, част трета от ЗУТ и от указанията, дадени в тези указания за изпълнение.

Извършване на Строителене надзор по време на изпълнение на СМР: По време на изпълнението на СМР (когато е изискуемо съгласно нормативната уредба) лицензиран консултант строителен надзор (чл. 166 от ЗУТ) въз основа на сключен договор за всеки обект/група от обекти упражнява строителен надзор в обхвата на договора и съобразно изискванията на чл. 168 от ЗУТ.
