The CLLD of LAG Lom for the period 2023–2027 builds upon and further develops the successful implementation of the LEADER approach in the municipality of Lom since 2018. It retains its essence as an effective tool for sustainable local development, based on the bottom-up principle, whereby the local community actively participates in identifying problems, formulating solutions, and managing resources. The strategy integrates multiple sectoral policies, taking into account the real needs, potential, and challenges of the Lom municipality. Its development is aligned with the priorities and objectives of the ITS for the NUTS 2 and with the Strategic Plan for the DRA. The strategy reflects the vision of the local community for social and economic development. The CLLD Strategy was developed with the active involvement of local stakeholders—including institutions, non-governmental organizations, small and medium-sized enterprises, agricultural producers, youth groups, and vulnerable communities, including representatives of the Roma population. The process included an in-depth socio-economic analysis conducted with the support of Measure 19.1 of the RDP. The analysis involved community surveys, identification of six key stakeholder groups, public consultations, questionnaires, and thematic workshops. During the previous programming period, LAG Lom successfully managed BGN 7,353,823 in project funding across various sectors through combined multi-fund financing from the RDP, OPHRD, OPSESG, and OPIC program. The capacity and experience gained in the implementation of these measures will be further built upon in the current programming period. Key priorities of the new strategy include the promotion of organic farming, support for young people and women, and the preservation and promotion of local cultural heritage. The strategy aims to achieve balanced development by combining economic efficiency, social responsibility, and environmental sustainability.
