Description

The project aims to implement a Community-Led Local Development Strategy (CLLD) within the territory of the Local Action Group (LAG) "Pordim – Pleven," which includes the municipality of Pordim and 19 settlements from the municipality of Pleven. The area covers 830.3 km² with a population of 20,796 and is entirely located within rural zones of the North-West Planning Region of Bulgaria. The strategy seeks to achieve sustainable economic and social development by mobilizing local potential and resources through active involvement of the community and stakeholders.

The main priorities of the strategy include:

Enhancing the competitiveness and technological modernization of agriculture and local businesses;
Promoting entrepreneurship and creating employment opportunities;
Developing tourism, cultural heritage, and local identity;
Improving social, educational, and technical infrastructure;
Strengthening local governance and cross-sector partnerships.
The strategy was developed through a comprehensive participatory process, including consultations, trainings, and community meetings. Key challenges identified include high unemployment, economic dependency on agriculture, demographic decline, and limited access to basic services. The strategy addresses these issues through targeted measures aligned with the Integrated Territorial Strategy for the North-West Region and the Integrated Development Plans of Pordim and Pleven municipalities.

The CLLD strategy will be implemented with multi-fund financing – primarily through the Strategic Plan for the Development of Agriculture and Rural Areas, supplemented by the “Human Resources Development,” “Environment,” “Education,” and “Competitiveness and Innovation in Enterprises” programs. The expected outcomes include improved quality of life, economic revitalization, and stronger engagement of the local population in the sustainable development of the area.
