OPTIMIZATION OF THE WATER LIFESAVING SERVICES MODEL AND IMPROVEMENT OF THE WATER AREAS SAFETY STANDARDS IN THE REPUBLIC OF BULGARIA, THROUGH THE CREATION AND IMPLEMENTATION OF A SOFTWARE PRODUCT BASED ON ARTIFICIAL INTELLIGENCE (COMPUTER VISION)
PROBLEM STATEMENT
1) Lack of qualified beach lifeguards for the summer season. A significant number of the currently working lifeguards are aging and have low swimming skills. No measures are being taken to resolve the deepening deficit. The regulatory framework in this area is changing extremely slowly. There are no rational problem solutions proposed neither from the specialists in the Bulgarian Red Cross, nor from the business sector (concessionaires/beach owners), or from the public institutions.
2) The low quality of water rescue services can cause an outflow of tourists (summer tourism is a key pillar in the national GDP). With poor water rescue services, beachgoers would not feel safe around specific hazards of the Black Sea.
3) There is no monitoring of the "unguarded" water areas, nor an effective system for announcing water incidents. Statistically, nationwide, about 70% of drownings per year occur in inland unguarded water areas (e.g. rivers, swamps, lakes, dams, etc.). At some places there are "no swimming" signs, but it is an ineffective and insufficient measure.
PROPOSED SOLUTION MODEL:
Creation of a software with artificial intelligence that can recognize, register and signal for: 1) signs of danger; 2) life and health risks for the beachgoers; 3) changes in the sea and meteorological environment. This information will be passed to a rescue unit (lifeguards, command centers) for undertaking adequate and timely rescue actions or preventive measures.
This new software product (installed in cameras/sensors located near water) will improve and optimize the current model of water lifesaving services and the water security standards in Bulgaria (with an emphasis on beaches and unguarded water areas).
