Kaolinovo is a special purpose company dedicated for the construction and operation of Kaolinovo project. The Project includes the repowering of existing photovoltaic powerplants and the construction of new 33 MW AC photovoltaic powerplants (PV Kaolinovo) in combination with collocated energy storage system with total installed capacity 12.5 MW and useful capacity of 50.15 MWh (BESS Kaolinovo).
The main goal of the implementation of the combined project of is to increase the share of clean energy in Bulgaria's energy mix on the way to achieving climate neutrality. Target groups - electricity consumers, national operator of electricity transmission network, electricity traders. Objectives - reducing grid congestion and power system balancing. The main activities of the project are related to the construction of the photovoltaic production and storage capacities based on engineering, procurement and construction contracts.
PV Kaolinovo has obtained the following documents:
1. Regional environmental agency:
- Decision № SHU-41-PR/2023, confirming no environmental impact assessment is required.
2. Preliminary grid connection agreement №PRD-PR-110-781/30.08.2022, amended with additional agreements dated 07.03.2023 and 10.10.2023.
Construction works on PV Kaolinovo have not yet started.
The BESS installed capacity is 37.9% of the PV Kaolinovo new AC capacity and shall be a behind-the-meter installation to be located between commercial metering devices and PV Kaolinovo. At least 75% of the BESS Kaolinovo shall be charged with electricity produced by PV Kaolinovo.
No actual construction works have started on BESS Kaolinovo, turnkey contractor shall be chosen on an arms' length basis not later than 30 April 2025.
The project (PV and BESS part) shall be fully completed not later than 31 March 2026.

Договор за инженеринг, доставка и изграждане на ЛСС Каолиново: Каолиново Солар възнамерява да възложи всички дейности по изпълнение на дизайн, доставка, строителство, тестване и др. дейности, необходими за цялостното изграждане, инсталиране и въвеждане в експлоатация на ЛСС Каолиново на трета несвързана страна с доказан опит в изграждането на ВЕИ проекти. Изпълнителят ще бъде избран на конкурентен принцип в сроковете, изисквани по процедурата.
