The project proposal of the Municipality of Lukovit includes the purchase of an electric vehicle and a connected charging station, which will be used to provide social services in the territory of the Municipality of Lukovit.
The purpose of the Lukovit Municipality's investment proposal is aimed at modernizing and decarbonizing the municipal vehicle fleet, on the one hand, and on the other - providing a car for use exclusively for mobile social work on the territory of the entire municipality.
The main activity is the purchase of an electric car category M 1, as well as the purchase and installation of a charging station for electric cars with a charging capacity of at least 22 kW, which will meet the minimum technical parameters for electric cars laid down in the Application Guidelines.
The municipality of Lukovit is a small village-type municipality, with 12 settlements, of which 11 are villages, the most distant of which is 40 km from the municipal center. The population of the municipality is aging and a very large percentage - with disabilities. These circumstances lead to an increase in recent years of mobile needs in the social sphere, especially in the transition to services in the community and in the home environment.The purchase of an electric car for social work will ensure access to social services for those in need in all settlements, and on the other hand, it will be a step in the direction of replacing old diesel and gasoline cars with electric vehicles and will contribute to reducing carbon emissions, as well as fuel and maintenance savings.
The car will meet the requirements of Ordinance No. H-21 of 2023, which introduces into Bulgarian legislation the requirements of Directive (EU) 2019/1161 regarding the promotion of clean vehicles.
The car will be branded according to the requirements of the procedure.

Община Луковит - Закупуване на електрическо превозно средство - 1 брой и Зарядна станция - 1 брой: Община Луковит ще закупи електрически автомобил категория М 1, както и закупуване и монтаж на зарядна станция за електрически автомобили с капацитет за зареждане от минимум 22 kW, отговарящ на следните минимални технически параметри за електромобили:
1) Тип превозно средство
- Тип задвижване: изцяло електрически (нулеви емисии)
- Минимум 2+1 места (шофьор + 2 пътници)
2) Батерия и пробег:
- Капацитет на батерията: минимум 60 kWh
- Автономен пробег с едно зареждане: минимум 200 км (по WLTP)
3) Товарен капацитет:
- Полезен товар: минимум 700 кг
4) Зарядни възможности:
- Възможност за зареждане от стандартна AC зарядна станция (Type 2), 22 kW
- Оборудван с бордово зарядно устройство с мощност не по-малко от 7.0 kW
5) Гаранционни условия:
- Минимум 5 години или 150 000 км за автомобила
- Минимум 8 години или 160 000 км за батерията
Община Луковит, ще спази горепосочените изисквания за минимум изисквания, като ще обяви в своята процедура и по-високи изисквания с максимум!
Община Луковит с предвидените инвестиции (дейности и активи) по настоящата процедура декларира, че не водят до нарушение на шестте екологични цели и са в съответствие на предложенията за изпълнение на инвестиции с хоризонталните принципи и принципа за „ненанасяне на значителни вреди“ .
Община Луковит има наличие на административен и оперативен капацитет - управление на повече от два проекта по оперативните програми за периода 2014-2020 г., проверими по служебен път.
