Programme: Recovery and Resilience Plan

Overcoming regional imbalances in research and innovation development is part of the general measures to address regional disparities in the country's development, horizontally set out in all prepared programs co-financed by European funds for the period 2021-2027. The reform of the R&D system, to which the Program for Accelerating Economic Recovery and Transformation through Science and Innovation will contribute, is related to the implementation of a new general policy for the development of scientific research, innovation and technology in support of the country's economic and social development.
For its implementation, the Program binds a series of investments in two pillars, the first of which is aimed at accelerating the internationalization of the Bulgarian research and innovation system. The Ministry of Innovation and Growth has been designated to perform the functions of the Monitoring and Reporting Structure in relation to the implementation of Operation 1 of Pillar 1 of the program, namely for financing the implementation of project proposals of innovative small and medium-sized enterprises (SMEs) that have received the "Seal of Excellence" quality mark in the competitions of the European Innovation Council.
In this aspect, the provision of funds for technical assistance in relation to the organization and management of the investment activities for which the Ministry of Innovation and Growth is responsible is extremely important given the scale and importance of the projects planned for implementation. The organization and management of the activities will be carried out by a team for the management of operations at the Ministry of Innovation and Growth, in accordance with the Management and Control System of the Recovery and Resilience Plan approved at the national level. The funds provided for technical assistance will ensure the effective implementation of the investment in the part for which the Ministry of Innovation and Growth is responsible.
