Programme: Recovery and Resilience Plan

The Economic Transformation Program is part of the activities at the national level aimed directly at providing support to small and medium-sized enterprises, which play a key role in the development of the Bulgarian economy. In Bulgaria, SMEs contribute to 75.7% of total employment and 65.3% of the added value in the economy in 2018. They are of great importance for the growth and competitiveness of the European and Bulgarian economies, as a key source of job creation, entrepreneurial ideas and innovations. In this aspect, our country's efforts for a rapid recovery of our economy after the crisis, as well as for sustainable and smart growth towards the development of innovations and the creation of higher added value are directly dependent on the effective support of SMEs. They are the most sensitive to crises and changes in the business environment, while at the same time being in the best position to implement innovations, new technologies and good practices towards a green transition.

In this regard, the provision of technical assistance funds in connection with the organization and management of the investment activities related to the grant procedures is extremely important given the scale and volume of the projects planned for implementation. The organization and management of the activities will be carried out by an operations management team at the Ministry of Economic Development, in accordance with the nationally approved Management and Control System of the Recovery and Resilience Plan. In this way, the provided technical assistance funds in connection with the implementation of the grant schemes will ensure the effective implementation of the investment.
