The objective of the reform is to provide the basis for strengthening the provision of primary and outpatient care across the territory by adopting a national strategy and a related action plan. The reform shall include the adoption of a National Strategy for Improving the Accessibility and Capacity of Non-Hospital Primary Care and Ensuring a Balanced Territorial Distribution of Medical Care and Healthcare in the Republic of Bulgaria 2021-2027 and the action plan for its implementation. The strategy shall set out recommendations to ensure a balanced distribution of primary and outpatient care in Bulgaria, while the action plan shall outline the measures addressing the recommendations of the strategy. The implementation of the reform shall be completed by 31 March 2023.
