Gorno Sahrane is one of the most active villages in Pavel Banya Municipality, known for its vibrant community life and diverse ethnic composition – Bulgarians, Roma, and Karakachans. The large wood-processing enterprise “Kastamonu” AD is located in the village, employing many residents, alongside the administration of the State Game Reserve “Mazalat.” The area also has potential for agriculture, including essential oil crops, while ambitious young people and the Karakachan community need career guidance and access to new opportunities.
The project foresees the establishment of a Digital Club in a 15 m² room next to the library of the “Svetlina – 1905” Community Center. The building is municipal property provided free of charge. The club will be open and free for all residents.
Three computer workstations meeting the technical requirements of procedure BG-RRP-1.024 will be installed, along with desks, ergonomic chairs, office cabinets, a multifunctional device, and air conditioning. Renovation works will include removal of old paneling, plastering, painting, replacement of the door, and new lighting.
The Digital Club will create opportunities for: (1) students and young people to develop knowledge and skills; (2) elderly residents to gain digital literacy and use e-services; (3) employees of “Kastamonu” and the game reserve to benefit from online trainings; (4) farmers and entrepreneurs to access information and project opportunities. Importantly, it will serve as a space for intercultural dialogue and cooperation where Roma, Karakachans, and Bulgarians can learn and grow together.
By combining modern technologies with active community participation, the project will restore the role of the Chitalishte as a cultural and educational hub. In the long term, it will enhance social inclusion, strengthen the competitiveness of the local workforce, and provide young people with opportunities for lifelong learning, European integration, and mobility.

– секретар-библиотекарят ще изпълнява функцията на наставник с допълнителен договор за 2 часа дневно за срок от 6 месеца от 01.01.2026г до 30.06.2026г. За срока на устойчивост секретар-библиотекарят ще продължи да изпълнява функцията, като допълнително ще бъдат осигурени средства за финансиране.

Текущ ремонт на помещението на дигитален клуб с. Горно Сахране: Текущ ремонт на помещението - 2300 лв. с ДДС
Помещението е с площ от 15 м², разположено в Народно читалище „Светлина – 1905", непосредствено до библиотеката на читалището. До този момент се е използвало за склад, с ламперия, която е в лошо състояние. За да отговаря на условията за помещение с обществено предназначение, подходящо за дигитален клуб е необходим следния ремонт:
- Премахване на стара ламперия, шпакловка и боядисване, подмяна на съществуваща мивка, смяна на врата и подмяна на осветителни тела
