The aims of this budget line is to provide funding of 50% of remuneration (basic salaries and bonus) and due to their contributions, temporary incapacity expenses and other due by the employer (annual leave, overtime, internal acting service) on a monthly basis for each employee paid for the implementation of the Certifying Authority functions in relation to the European Structural and Investment funds. This is paid for performance of the functions of the Certifying Authority for the European Regional Development Fund (ERDF), European Social Fund (ESF) and the Cohesion Fund (CF) in Bulgaria 01.01.2016-28.2.2019. The budget line will contribute to strengthening the administrative capacity of CO in order to stabilize the level of turnover, which will lead to increase of absorption of funds from the EU funds. CA employees contribute to directly intervene in the process of certification of funds and are responsible for timely, qualitative and effective reporting of funds to the EC and all other activities related to EU financial management as regards to checks, control, certification and disbursement of funds.

Осигуряване на средства за изплащане на 50% от възнагражденията по длъжности и дължимите за тях разходи за сметка на работодател на държавните служители от дирекция "Национален фонд" за изпълнение на функциите на Сертифициращ орган по ЕФРР, ЕСФ и КФ в България: Финансиране на 50% от възнагражденията на директора и държавните служители от дирекцията (61 бр.), които включват разходите, извършени от осигурителя за дните на временна неработоспособност за служителите съгласно Кодекса за социално осигуряване, разходите за платен годишен отпуск и задължителни социални и здравни осигурителни вноски за сметка на осигурителя за тези възнаграждения и разходите за извънреден труд и вътрешно съвместителство, допустими съгласно чл. 11 от ПМС № 119/2014 г., изплатени в периода 01.01.2016 г. - 28.02.2019 г. В исканията за плащане ще бъдат включени само разходи за извършени дейности по ЕФРР, ЕСФ и КФ.
