The project proposal provides for the renovation of a hall for rehearsals and cultural events, located in the lower ground floor of the building of the People's Community Center "Borba 1895" in the village of Toros, Lukovit municipality. The hall is currently not being used for its intended purpose due to its poor condition.
Water is constantly leaking in the room, the plaster is crumbling, the paneling is peeling and rotting, as a result of rainwater seeping through the soil into the room. The electrical installation is also damaged and is planned to be replaced.
To deal with the problem of damping of the walls, the external construction of a pavement ring is planned - this way the rainwater will be diverted from the drainpipes, and this will protect the northern facade of the building, as well as the walls of the hall from damping and corrosion.
The building is public municipal property and has been provided to the Community Center by the Lukovit Municipal Council.
Three artistic groups conduct their meetings at the community center - the mixed folklore dance group "Na Megdana", the Christmas carolers and Lazarous group, as well as a karate club for the children from the village. The library fund of the Community Center has 17 718 library units, "Fun Summer in the Library" is held for the children during the summer months, and computer and internet services are provided to the people during the whole year.

Ремонт на салон за репетиции и културни мероприятия в Народно читалище „Борба 1895“ с. Торос: Сградата на Народно Читалище „Борба“ 1895 г. е построена през 1964 год. Тя е двуетажна с частично изпълнен сутеренен етаж. Построена с предназначение за читалище, чиято функция изпълнява до момента. Сградата в план е с „Г” - образна форма.
Обект на ремонта е съществуващ салон за репетиции и културни мероприятия, разположен в сутеренния етаж на сградата на НЧ „Борба 1895“ с. Торос. Залата е със светла височина 2,95м. и площ 292,89 кв. м. Достъпът се осъществява посредством двураменно стоманобетоново стълбище, разположено в южната част на обекта, водещо до салона и други обслужващи помещения на етажа. Подът в салона е изпълнен с мозаечна настилка. Стените са с вароциментова мазилка и PVC ламперия до h=2.00м. Таванът е с вароциментова мазилка. Стените към северната фасада са силно овлажени. Външно към северната фасада не е изпълняван тротоарен пръстен. Дъждовните води от водосточните тръби се изливат в почвата около фасадата и достигат до ограждащите стени на салона, вследствие на което вътрешното помещение е с ронеща се мазилка, отлепена и прогнила ламперия и наличие на вода в помещението.
Предвиждат се извършване на вътрешен ремонт на салона, вкл. на електрическата инсталация, както и вертикална планировка – изграждане на дренаж и тротоарен пръстен около сградата - около 50 кв. м с цел избягване на овлажняване и разрушаване на стените на салона и северната фасада на сградата.
