Project management: The project management activity includes the good implementation of the project proposal "Establishment of youth center Pernik - a model for high standards of youth work", financial management and control, internal monitoring. For the purpose of effective management and quality implementation of the project proposal, it is envisaged to form an expert team for project management, consisting of:

The responsibilities and responsibilities of the members of the project management team are tailored to the specifics of the intervention and will be embedded in the job descriptions for the respective positions. It is envisaged that at the beginning of the project activities an initial team meeting will be held to discuss all upcoming activities, the timetable for their implementation, possible obstacles and actions to overcome them. In the process of project implementation, regular operational meetings will be held to report and discuss the progress of the project, forthcoming activities, problems and difficulties encountered, etc.
The project management seeks to coordinate efforts for a transparent, quality and timely implementation of the activities set out in the project proposal. The management team has the following functions:
• Allocates the tasks and responsibilities of the experts involved in the team
• sets the rules for work, internal monitoring, reporting and reporting
• discusses the timetable for the implementation of the project activities and develops a detailed one
• discusses the schedule for the selection of contractors by activity.
The project management team will also be committed to keeping track of progress in the implementation of activities, risk control, quality control and monitoring of project-specific results and assessing their compliance with the requirements of the funding authority and the program operator.
Project management is an ongoing activity and will be implemented throughout the duration of the project "Establishment of youth center Pernik - a model for high standards of youth work", starting from the first month of signing the contract.

Construction, equipment and furnishing: The aim of the project is establishment of youth center in Pernik in accordance with the program for Local Development, Poverty Reduction and improved inclusion of vulnerable groups.The assignment also complies with the criteria of the Council of Europe Quality Label, in terms of infrastructure security.The building is situated in RLE II, area 202 under the regulation plan of the town of Pernik with an area of 4 630 m2. The property is located in the central city part of Pernik,with the following streets adjacent to it: Radomir Street, Ihtiman Street and Krasno Selo Street. There is a former school building within the terrain, which cannot be retained due to serious structural problems. In the immediate vicinity of the property is a city park.T he plot is designated "For Community Center", which is suitable for the purpose of the new building for a youth center. The main access to the project building is provided by Radomir Street,which is located in the southern part of the property and borders the urban park space. The access to the personnel and the loading of the site is carried out by Krasno Selo Str. The youth center is situated freely in the northern part of the terrain. A large southern courtyard oriented towards the park urban area was sought. There are green areas in this yard as well as two playgrounds - a beach volleyball court and a skate park.The approaches to the building are in accordance with the requirements for accessible environment. The building has three floors, the connection between them is through an elevator and a staircase.The building is functionally organized as follows:
•First floor
The floor is decided on two levels.
On the elevation - 0.90 there are: - a lobby with a forum for informal meetings,reception and a place for security;a conference room for 50 people with a translation area; a training hall with a capacity of 10-12 people;two staff offices;coffee area;bathrooms;
At elevation +0.00 there are: 6 bedrooms with adjoining bathrooms;corridor;a computer library with openings to the main lobby.
The connection between the two half-levels is made by stairs and an elevator for disabled people.
•Second floor
Floor level +3.00 contains:6 bedrooms with adjoining bathrooms, one of which is provided for disadvantaged people;corridor;a dining room with a spill and a bathroom to it;landscaped roof.
•Third floor
Floor level +6.00 contains:6 bedrooms with adjoining bathrooms, one of which is provided for disabled people; corridor; laundry room; maid's office and warehouse;
The purpose of the functional solution is to distinguish two main areas - the area for social activities and the area for accommodation.The social activities related to the events that will be held at the youth center are organized around the main lobby with a direct link to it. As a kind of center of these activities is an open forum that can perform a variety of functions - from a venue for different events and meetings to a place of conversation and rest. Around it is a relaxation area with soft seating overlooking the south courtyard, as well as a place for coffee and drinks.The conference room is also in direct contact with the main lobby. The library is open to the lobby and the forum, with the aim of attracting young people with separate computer spaces and a barbarian area. The whole social area is in direct contact with the activities carried out in the yard through the wide southern windows of the lobby and direct access to it.
The accommodation and dining area is separated into a three-storey body, but at the same time it is conveniently connected to the social area. All bedrooms and dining room are facing south with nice views of the yard and city park.The common interior solution offers the creation of a comfortable environment for future residents. Spaces are tailored to human scale and perception.The mobile furniture of the premises is composed of groups of furniture according to the specific requirements. |

Educational activities, recruitment of internal education staff and staff at the youth center : Within the project, youth center staff will be recruited to work full-time in the following positions with relevant education, qualifications and experience: At the initial stage of the project, youth workers and mediators will be recruited, and upon completion of the construction and other staff of the youth center.

The educational activities at the youth center will be mainly subordinated to the methods of non-formal education and will focus on building knowledge, skills and competences, support for personal development and social inclusion. Specialists involved in organizing educational activities will be youth workers and mediators, to be appointed at the outset of the project. They will be involved in organizing and conducting the educational activities, and for this purpose they will be built up of capacity for work through their participation in national and international trainings and exchange of experience. The rest of the team will be appointed after the Youth Center building has been constructed and operational.
Educational activities include:
- Conducting trainings / trainings on human rights, the values of the Council of Europe, democracy, active citizenship and other current priorities in the youth field
- Promoting and developing volunteering among young people as a form of employment, active citizenship, community service and as a driving force for personal development, learning and competitiveness.
- Trainings aimed at stimulating the civic engagement of young people by facilitating cooperation between youth organizations at local, regional, national and international levels, as well as by creating prerequisites for the formation of new organizations and the strengthening of existing ones.
- The provision of job opportunities for mediators at the Youth Center is a prerequisite for attracting young people from the target groups from the at-risk communities and thus engaging them in activities within the communities of which they are representatives. Their involvement in the organization of meetings, forums, round tables on topics related to intercultural differences would help to introduce the tool of "intercultural dialogue" and would be recognized as a tool for developing the society and improving its status.
-Educational activities and initiatives to promote multicultural approach, democratic values and active inclusion;
- Organization of training of youth leaders;
- Organizing and supporting youth trainings, initiatives and campaigns for community-based causes, promoting volunteerism, creating more opportunities for young people to access non-formal education and lifelong learning, making full use of leisure time to acquire of useful knowledge and skills.
- Organization of Seminars, Round tables, Conferences with the participation of representatives of Youth Centers established in other administrative centers on topics related to the implementation of EU law and national legislation in the defense of democratic values, human rights, youth participation and social rights to young people.
- Conducting Youth Academies in order to bring together organizations and institutions working with and for young people and to prepare future youth leaders, trainers and youth workers.

Information and publicity: The information and publicity activity of the project "Establishment of Youth Center Pernik - a model for high standards of youth work" provides measures to promote the financial support received from the EEA Financial Mechanism and is in line with the requirements of the funding body described in Information and Publicity Guide. The information and publicity measures aim at raising public awareness of the project "Establishment of youth center Pernik - a model for high standards of youth work" and demonstrating its role and importance for the municipality of Pernik. The measures target the target groups, beneficiaries and the general public.
The main purpose of information and publicity activities is to build and maintain a positive public image and to realize the importance of the project to the general public. The activities will support the process of improved social inclusion and support for the personal development of vulnerable groups of young people in the territory of Pernik Municipality. The specific objectives arising from the information and publicity activities are related to the actual construction of the Pernik Youth Center infrastructure, information and involvement in the activities of young people from vulnerable groups and their families, creation of prerequisites and tools for involvement in the youth center activities. all stakeholders, supporting the personal development of young people and learning new knowledge and skills from them.
Information and communication activities will overcome public stereotypes and prejudices against the representatives of vulnerable groups - Roma, migrants at risk of poverty and social exclusion, risk groups, atypical cultural and religious groups. Increasing their tolerance is a prerequisite for the prevention of social exclusion and improved inclusion of vulnerable groups. |

Social cohesion activities: Social cohesion activities include several basic elements, including: fieldwork, support for social inclusion of vulnerable groups, organizing and conducting youth exchanges with youth centers established throughout the country, innovative activities, conducting community activities with representatives of different groups.
Support for young people from vulnerable groups in the framework of social cohesion activities is targeted and aims to offer a wide range of activities related to the acquisition of new knowledge and skills, motivation for personal development, promotion of active citizenship among young people, attraction and their detention at the youth center. Social cohesion is understood as a process for creating conditions for equality and equal opportunity among vulnerable groups of people to facilitate their full participation. Youth workers and mediators will be involved in organizing and conducting the following social cohesion activities:
- Field work in neighborhoods with concentrated ethnic populations
- Youth exchanges with established youth centers in Vratsa, Plovdiv and Stara Zagora and with some of the newly build youth centers under the Local Development Programme, aiming the social adaptation of vulnerable groups and exchange of good practices;
- Participation in established Network of the youth centres in Bulgaria established under the Programme;
- Support for deinstitutionalization and reintegration to provide a family environment for children and young people in the municipality accommodated in residential services, foster care for support of parents, candidate and adoptive parents, counseling and training for good parenting (parent school);
- Risk prevention / drop-out, violence, parental alienation, deviant behavior, social exclusion / reintegration / support for children and parents before and after the child returns to the family /;
- Creation of an online library with access to foreign literature;
- Volunteering and mobility activities through networked exchange policies aimed at developing awareness of European citizenship as a driver for personal development, mutual solidarity and social cohesion;
Conducting community activities with representatives of groups other than young people (eg parents, stakeholders, public authorities, others), including:
- "Parents' School";
- Open Doors Day;
- Creation of joint specialized youth labor exchanges
Innovative activities:
- Establishment of a digital communication network "Different Together" between the Youth Centers on the territory of Bulgaria.
- Art Therapy Club, Contemporary Arts and Crafts - an alternative venue for youth events and for the formation of new skills and opportunities. Creating a room / venue for Special Therapy for young people with special needs and performing art-therapeutic processes (digital, visual plastic arts, music-therapeutic techniques, tether, movement / dance, simulations, etc.) and sharing good practices with partner organizations.
- Construction of a hall for non-traditional arts - ebru, quilling, carving, origami, decoupage, contemporary dance, performances and more. Program for development of skills and experience in organizing and managing the Surva International Festival of Masquerade Games - involvement of schools and universities; attracting volunteers; student internships during the Festival; attracting and involving young people from vulnerable groups; youth workshops for masks, bells, souvenirs, etc.;
- International youth exchanges;
- Organizing of an Eco club called “European ecology youth club” – environment issues are very attractive for the young people and so we have a lot of interest for the relevant topics;
- Establishment of a cafe-library with an ethno corner, where the youth hold their informal meetings in an environment close to the traditions of the local community. |

International activities and development of bilateral relations: Stimulating the civic engagement of young people in Pernik Municipality by facilitating cooperation between youth organizations at local, regional, national and international levels, as well as by creating prerequisites for the formation of new organizations and the strengthening of existing ones is one of the key objectives of the project "Establishment of Youth Center Pernik - a model for high standards of youth work. International activities and development of bilateral relations have several specific objectives. On the one hand, exchanging experience with other youth centers proven at European level will create a prerequisite for capacity building of the youth center team to work internationally in a multicultural environment, and on the other hand, the realization of youth exchanges with the participation of the target group. will contribute to the improved social inclusion, personal development and broadening the outlook of active young people participating in the activities of the Youth Center. During the project implementation period, the realization of:
1. Implementation of Job shadowing with the participation of the educational staff of the center. Within the framework of the activity there will be direct monitoring of the work of one youth center in Europe/Organization working with youth at risk and one youth center bearing the Council of Europe Quality Label. The purpose of the visits will be to get acquainted with the principles of work, youth policies and practices in the respective country and capacity building in the team of YC - Pernik.
2. Implementation of study visits to youth centers in Serbia and Norway. The purpose of the visits is to build capacity in the educational staff of the center and the project management team to work on specific topics (interaction in a multicultural environment, human rights training, tolerance, non-discrimination) and exchange of good practices.
3. Organizing and conducting youth exchanges in Norway and Serbia. The visits will aim at learning about youth activities and policies, intercultural exchange and sharing of good practices. On a reciprocal basis, youth center Pernik will host two groups of partner organizations.
4. In the framework of international activities, the participation of the youth center team and the project management team in training and events, organized at the European Youth Centers in Strasbourg and Budapest by the Council of Europe.
5. Organization of an international conference at the Pernik Youth Center - a model for high standards of youth work aimed at sharing good practices in the field of youth policies at European level. The aim of the conference is to promote opportunities for international cooperation with the Youth Center - Pernik, to support the development of youth policies at the local, national and international level, and at the same time to position the center as a key place for creating, sharing and developing good practices in the field of youth policies and youth activities.
6. Join to the European Networks of Youth Centers, including with regard to the Council of Europe Quality Label Network.
7) Appointment of International Relations Expert – representative of Norway partner, which will be responsible for organizing of youth exchanges and study visits.
The proximity of the city of Pernik to the capital of Bulgaria creates a prerequisite for its positioning on a national scale as a prestigious youth center, implementing high quality youth work at European level. Achieving this goal requires an investment in international relations and the qualifications and practical experience of the center team. The foundations in this direction are the contact points and partnership readiness of two key organizations in the field of youth activities and policies - the non-governmental organization Intermezzo ungdom of Norway and Vojvodina environmental movement of Serbia, representing the Youth Center with the Council of Europe Quality Label. |

Audit: The activity is related to carrying out an ongoing and final financial audit of the project "Establishment of youth center Pernik - a model for high standards of youth work" and expressing an opinion on the legality of the expenses incurred and their accounting in the accounting system of the beneficiary. The audit of the project will be carried out by a chartered accountant, registered auditor or specialized audit company. Audit report will be presented once in a year as a part of request for interim/final payment under the project. The interim AR will cover incurred expenditures for 2 reporting periods.
The audit engagement will include verification of the interim and final financial statements of the project for compliance with all requirements of the Program Operator of the Local Development, Poverty Reduction Program and Improved Inclusion of Vulnerable Groups, verification of the legality of the relevant procurement, where such have been carried out and contracts.
The audit will have a clearly defined scope and objectives including:
- All declared expenditure is actually incurred and eligible, in accordance with the requirements of the Treaty, European and national law;
- The primary accounting documents (invoices, records, etc.) and documents of equivalent probative value are available and valid;
- Verification of the accounting system for accounting of project activities.
- The project activities are carried out in accordance with the principles of sound financial management;
- The progress of the project is verified, including by checking the actual implementation at the project site;
- Comply with applicable national and European legislation. |
