Public infrastructure is a major factor in providing basic services to the population in cities and in villages and ensuring access to them.
The deteriorated quality of infrastructure and, respectively, services in rural areas, have a negative impact on both the standard of living and the competitiveness of rural municipalities.
The construction of this type of infrastructure aims to improve living conditions, convenience and traffic safety for the population in the village of Chernoochene, which is also the main center for providing services in the municipality.
The main problems for the maintenance and development of the municipal infrastructure, including street and pedestrian network, are related to a lack of funds for repairs and investments and a tendency for the quality of the infrastructure to continue to deteriorate. The budgetary resources of the Municipality of Chernoochene, as well as most municipalities in Bulgaria, are highly dependent on subsidies from the republican budget, the opportunities to realize own revenues for financing significant infrastructure projects are limited.
In this regard, the opportunity provided by the Strategy for community-led local development of the SNC "MIG Mineralni Bani - Chernoochene" through measure 7.2. for construction, reconstruction and/or rehabilitation of new and existing streets, sidewalks, and the facilities and accessories thereto. The inclusion of a complex of measures, respectively measures to improve the technical infrastructure for small settlements, is also a prerequisite for the development of rural areas and their ability to retain the population and attract investments in these areas.
