The financial plan provides the functions of the CCU for effective and efficient management and control of EU funds in 2022 and until 31.10.2023. In this regard, above all, highly qualified administrative capacity is a necessity. The special requirements and competencies of the CCU staff include a good knowledge of the European and national regulations, international agreements and internal documents and methodologies. Therefore teamwork, analytical skills, innovative approach, flexibility in decision-making, good command of official EU languages and computer skills, given the need for daily work with information systems and databases are of great importance. In order to ensure the recruitment and retention of qualified and motivated specialists, it is necessary for the CCU to maintain and improve the motivation of its employees. In addition, the following measures will be implemented to increase the efficiency of the unit: Upgrading and maintaining UMIS; Functioning of a help desk for UMIS users; Transfer of the DRC of UMIS to the newly built DRC of the State Hybrid Private Cloud; Ensuring the participation of the CCU in working groups, workshops and trainings; Ensuring the work of the diplomatic staff on Cohesion Policy in the Permanent Representation to the EU; Coordination of the MC of the PA; Technical support of the CCU to carry out their direct duties; Implementation of activities to reduce the excessive administrative burden; Ensuring coordination and methodological support of the DIP network. The implementation of the Financial Plan will be in compliance with the horizontal policies for promoting equality between men and women, non-discrimination and ensuring accessibility, partnership, sustainable development. The Beneficiary will apply the stated principles both in the selection of the FP management team and in its implementation, observing the principles of sound financial management, efficiency and economy of the expenditures.
