The project proposal is aimed at guaranteeing the quality and efficiency of social and integrated health-social services, which are provided on the territory of the municipality of Zlataritsa.The duties and responsibilities in the field of social activities that the municipality has as a provider of social and integrated health-social services and as an organ of local government increase significantly with the ongoing social reform.This entails increasing the municipal capacity, increasing the knowledge, skills and competencies of the municipal workers-the target group of the project, engaged in activities to ensure the empowerment of the municipal strikers arising from the SSA, PDA and PAA.The activities of the project will include 3 municipal employees.Those who have passed training are also provided with individual and group supervision, according to SSA.Periodic explanatory-information campaigns are foreseen in the community center-Zlataritsa and in the village of the municipality.The functions, which are still performed by the municipal officials, are as follows:Activities on implementation of control and monitoring over PAA and PDA; creation and maintenance of a register of social services; carrying out analysis of the status and effectiveness of social services that are provided on the territory of the community and analysis of the need for social services in the community; carrying out referrals for the use of social services on SSA;participation in the development of a program for the quality of social services;upgrade knowledge and competencies to work on mechanisms for personal assistance;Activities supporting people with disabilities.The implementation of the project will allow smooth and trouble-free introduction of the reform in the field of social services and personal assistance and will accelerate the delivery of more effective, efficient and quality care to persons from the most vulnerable groups of the population of the municipality of Zlataritsa.

Повишаване капацитета на общинските служители в сферата на социалните услуги, с цел по-висока ефективността и ефикасността на предоставяните социални услуги произтичащи от новостите в нормативната база: С разяснително-информационните кампании се цели от една страна запознаване на обществеността с проекта, с неговите цели и дейности, източниците на финансиране и срок за изпълнение. Със стартирането на проекта се предвижда включване на 8 служители на бенефициента ангажирани с изпълнение на отговорностите и задълженията на Община Златарица произтичащи от ЗСУ, ЗЛП и ЗХУ за изпълнение на проектните дейности, а именно тримата ангажирани по проекта, директора на ЦНСТДБУ и Директор ДСХ, както и Директор СА, ТРЗ и ЧР в община Златарица. Те ще преминат въвеждащо и един път годишно надграждащи обучения по ЗЛП, ЗХУ и ЗСУ в частта свързана с насочването за ползване на социални услуги. Веднъж годишно ще бъдат организирани индивидуални и групова супервизии. Разпределението на дейностите между тримата служители, които ще бъдат включени в проекта, ще бъде направено така че да се обхванат оптимално всички отговорности и задължения, които има Общината по трите закона. Един от тях ще има ангажимент към Дейност 1, вторият към дейност 3 и 6, третият към Дейност 4 и 5 по проекта. Съвместна работа, която ще се изпълнява в рамките на проекта се изразява в провеждане на работни срещи между екипа за изпълнение и екипа за управление на проекта на всяко тримесечие.
