Description

The project covers a wide range of activities leading to widening the scope of the youth center. It creates equal opportunities for inclusion of children and young people, including those from vulnerable groups. Both traditional methods and innovative techniques are used to meet the current needs of the target groups.
Project partners are: Kopavogur Municipality, Iceland, High School L. Karavelov and High School P. Yavorov, Dobrich.
Information and publicity activities are planned for the widest dissemination of information on the funding and objectives of the EEA FM and the opportunities for participation of target groups in the project.
The Center will host non-formal educational trainings, coordination meetings, educational courses, new club forms, school for parents, workshops, regional, national and international youth exchanges. Field work, meetings with representatives of vulnerable groups and disadvantaged areas are envisaged.
A series of initiatives are planned in Dobrich and the region.
The project provides opportunities for youth participation, implementation of youth initiatives, youth camps and exchanges.
In cooperation with the partner from the donor state, Iceland will be implemented 2 international exchanges to share experiences in Kopavogur and Dobrich.
The Bulgarian partners will be active participants in the project activities and initiators of youth initiatives.
To improve the quality and widening the scope of the services provided, construction works activities and delivery of equipment and furniture are envisaged.
It is also planned to set up a Free Zone for promoting physical activity and motor skills in the adjacent area of ​​the center.
To offer flexible and affordable activities with a wide range, a minibus is envisaged to purchase.
Employment will be provided for 5 youth workers and 2 educational mediators.
All activities will meet the needs of target groups and standards of work of the Council of Europe.

Activity 1 Organization and management of the project: This activity includes all horizontal activities directly related to the good implementation of the project, financial management and control, as well as internal monitoring. Experts will be hired effectively to organize and manage the project for the following positions: Project Manager - defines, coordinates and controls the implementation of project activities, organizes the activities of the project management team, responsible for the technical, administrative and financial management of the project, holds regular meetings with the project team, monitors compliance with the project implementation schedule and its successful completion, responsible for monitoring and control, for the implementation of the contracts concluded, controls the preparation of interim and final technical and financial reports. Project Coordinator - assists technically and administratively the project manager and other project team members, supports the preparation of letters, reports and documentation accompanying the project activity, organizes work meetings with the project team, youth workers and educational mediators, distributes tasks for upcoming activities between youth workers, educational mediators and the project team - specifying the necessary materials, establishing contacts, seeking appropriate help and assistance from other institutions. Technical Assistant - performs operational and administrative activities under the project, observes strict adherence to all deadlines and procedures in the implementation of the activities, coordinates the activities of accommodation, delivery of equipment, furniture etc., collects data and assists the preparation of periodic, special and current reports and reports, organizes the delivery of the necessary materials and supplies for implementation of project activities in the center, prepares the accounting documents for the purchased materials and supplies etc. Accountant - responsible for the legality and appropriateness of the budget expenditures incurred for the project, registers and documents each expense and related accounting documents, prepares interim and final financial reports of the project in accordance with the requirements of the PO, verifies and processes all primary accounting documents , prepares and executes payments to contractors, salaries, prepares all necessary documents according to the methods of financial management of the project. Coordinator Construction Works (CW) - participates in the public procurement procedures for CW, carries out investor control, in accordance with the requirements of the Law on Spatial Planning and accompanying regulations, responsible for technical issues and organization of work during the implementation of the CW of the project, performs coordination with the Constructor and the supervision in the implementation of the CW, performs internal operational monitoring and on-site visits to check the work of the Constructor, reviews the reports of the Constructor and the supervision in case of a problem related to construction activities, inform the project team, prepare and send correspondence related to the implementation of the CW of the project. Public Procurement Expert - prepares and monitors the implementation of the public procurement timetable, prepares the documentation for participation in public procurement procedures as follows – CW, supply of equipment and furnishing, author's and construction supervision, implementation of the measures of information and publicity, financial audit, prepares invitations to the PO in relation to the conduct of procedures, participates in the evaluation committees, prepares the protocols with the activities of the committees for examination, evaluation and ranking of the tenders received, decisions, contracts, keeps accurate and regular records of the implementation of public procurement procedures. 165 054.00 138 666.18
Activity 2 Construction and repair activities and delivery of equipment: During the implementation of project BG06-102 "Youth Center Dobrich - Your Tomorrow", financed by the EEA FM 2009-2014, implemented in the period January 2014 - April 2017, Youth Center Dobrich used part of the financing for purchase of equipment, furniture and construction and repair works. As a result, the facility was modernized and equipment upgraded, maintaining the overall vision of the center and the resources available. Previously granting did not fully secure the renovation of the administrative sector, lobbies, corpus 3 (dance hall, service premises) and its adjacent area. In the process of implementation of youth center activities during the sustainability of the project, it was identified the need to purchase additional equipment, furniture and construction works, which will help to upgrade the current work. Through project "Dobrich Youth Center - Your Today", the Youth Center will have the privilege of expanding its activities, improving their quality, leading to an increase in the total number of participants, including those from vulnerable groups. In this connection the following activities are planned: • Delivery and installation of office equipment and furniture - it is foreseen for offices of administrative staff in the youth center purchase and delivery of computers, equipment, office furnishings etc.; • Delivery and installation of equipment and furnishings for halls, lobbies and campus as follows: - Computer room - graphic tablets; - Music Hall - musical instruments; - Hall of Fine Arts - auxiliary tables, mobile lighting; - Rock Hall - carpet, auxiliary table, stools; - Lobby - exhibition stands, picture glasses and a suitcase for storing them, folding tables and chairs, carry carts, video screen, multimedia, visitor counter, storage cabinet for board games, poufs, dispenser etc .; - Campus - TVs and stands for them; - Corpus 3 - dance hall and adjoining premises in the corpus - ballet machine, construction for mirrors, showcase, computer equipment, desks, booths, dance rug etc.; - Mobile activities outside the center - sound and lighting equipment, generator, farm, portable multimedia, screen and suitcases for storage of equipment, etc. It is foreseen delivery and installation of air conditioning equipment in administrative offices, halls and campus, which are not air-conditioned in order to provide ventilation during the summer months. It is foreseen purchase of roller blinds for two of the activity halls, the lobby and the dining room, as well as mosquito nets for windows for all halls and campus. In order to ensure safety working process and to protect the facilities, it is foreseen purchasing a video surveillance system. • Construction Works: - Construction works in Corpus 3 of the Youth Center - partial renovation of the dance hall, changing rooms, storage room, lobby, bathrooms, office and anteroom; - Improvement of the adjacent area to Corpus 3, through the establishment of "Free Zone" for promoting physical activity and motor skills - purchase and installation of a specialized construction for street fitness, in order to promote motor activity and healthy lifestyles, to attract young people with different interests in the activities of the center and promoting the creation of non-formal youth communities; - grinding and crystallization of the flooring in the large and small lobbies and campus corridor - the purpose of this activity is to use the available resource and to preserve the authenticity of the flooring - a beautiful Roman mosaic in order to achieve its long-term preservation and use. The mosaic was laid out during the construction of the youth center 1974 and has not been renovated until now; • Purchase of an 8 + 1 minibus to provide mobile services and facilitate access to the activities of the Dobrich Youth Center, as well as widening of their territorial scope. 550 528.69 514 156.73
Activity 3 Activities to widening the territorial scope of Youth Center Dobrich. Activities with representatives of groups different than young people. Non-formal education.: Recruiting 5 youth workers, 2 educational mediators,psychologist,specialist social activities,specialist technical support and others,according to the specifics of the activities. 1.Work with young people from remote locations This activity involves field work in an area that will reach young people in small or remote locations, to identify their needs and provide effective access to information and development services.Target group(TG):Young people aged between 15 and 29 years,Young people at risk, living in small or remote locations or in economically disadvantaged areas–20 participants, 15 of them are from vulnerable groups and Non-youth groups–50 participants. 2 “For parents” Support future and current parents to develop good and responsible parenting skills, perceiving education as a value and prevention of dropping out of school.The activity allows working with groups other than those of the youths.TG:Young people aged between 15 and 29 years–70 participants, 50 of them are from vulnerable groups and Non-youth groups-80 participants. 3.Meetings with representatives of the vulnerable groups The aim is to indicate different problems in the community(drugs,aggression,early marriages and dropouts of school) in marginalized areas of Dobrich and settlements in district and to give an example through role models of main values in community that lead the individual to development and progress.Creation of contacts with Students at risk of dropping out or that have dropped out from school to explore their problems and interests and motivate them to attend school regularly. TG:Young people aged between 15-29 years,Young people at risk, living in small or remote locations or in economically disadvantaged areas,Students at risk of dropping out or that have dropped out from school–50 participans-representatives from vulnerable groups and Non-youth groups–100 participants. 4.Youth academies “Youth Participation the Decision-Making Process at Local and National level” Through non-formal education methods, actively participating in the sessions, young people will be able to develop their "soft skills",will learn approaches,principles and benefits of youth participation in decision-making processes at local and national level and volunteering.Youth academies will also include topics such as cyberbullying and safe Internet.TG:Young people aged between 15 and 29 years,Young people at risk, living in small or remote locations or in economically disadvantaged areas–60 participants, 20 of them are from vulnerable groups. 5.Non-formal educations Series of meetings and non-formal trainings in Youth Center Dobrich and settlement in the district aims enhancing of civic activity among young people.They will be marked significant dates of the human rights calendar,topics such as youth participation and democracy,education,safe internet and cyberbullying,healthy lifestyles,free time,media and others. Part of non-formal educations will be targeted specifically at identified students at risk of dropping out or that have dropped out from educational system.By participating in the trainings,young people will increase their motivation to learn and to learn new knowledge and skills,will express their own views and will listen to what others say,will work in a team to find a solution and course of action,will enter role models,will change attitudes among their peers.TG:Young people aged between 15 and 29 years,Young people at risk, living in small or remote locations or in economically disadvantaged areas,Students at risk of dropping out or that have dropped out from school–1350 participans, 450 of them are from vulnerable groups. 6.Training for Multiplayers on Safe Internet Multiplayers training will include young people who want to help their peers to protect themselves from the numerous dangers and risks inherent in the online space.TG:Young people aged between 15 and 29 years–20 participants and Non-youth groups-20 participants. 428 132.00 371 095.45
Activity 4 Social inclusion and educational activities.: 1.New Clubs 1.1Comics Participants will acquire comics drawing skills and at the same time comics will be used as a tool for more effective learning,through the combination of formal and non-formal education,in order to increase knowledge.Combining images with text will assist the participants easier to absorb new knowledge and will encourage reading interest.Target groups(TG):Youths aged 15-29-10participants(p.). 1.2.Art Art Club will work with children and youths,including people with intellectual disabilities to integrate them in society,to stimulate,to motivate and to develop creative thinking and skills in them,so that to recognize youth center as a place for new opportunities.Participants will work for their mental health through the various forms of applied arts,will develop skills and a sense of beauty,will learn how to create and use their skills,will believe in their abilities to develop them.By developing fine motor skills/finger skills/participants will work to improve the concentration and the attention,to stimulate their imagination,to improve their mood and to receive aesthetic satisfaction from reaching the end product of their work.This way they will find new friends,will increase their social contacts,will talk about creativity and will look at their own and other people's work.They will gain confidence and will enrich their knowledge and skills,will discover their new hobby and will look at the creative process as a new opportunity for development.TG:Youths aged 15-29–15p.,10 of them are from vulnerable groups. 1.3.Folk Dance Setting up a new folk dance club aimed at involving children and young people from vulnerable groups.Through their interest in the Bulgarian culture,way of life and traditions,social inclusion of children and young people at risk will be achieved.By involving their own rhythm into team play,energy and spirit,these young people will be able to achieve better results in mastering dance skills.TG:Youths aged 15-29–10p.,6 of them are from vulnerable groups and Non-youth groups-6 p. 1.4.Yoga The purpose of the club is to prevent diseases of the musculoskeletal system by strengthening the spine in order to take the right form-stability,flexibility and immunity. Activity 5 Innovative activities. Complex services for young people. Youth Initiatives.: 1.Free Zone The activity will encourage the participation of new non-formal youths in the activities of the Center.According to the wishes and needs of the youth community,will be created the area where more youths are able to participate in activities that lead to better health,communicating and sharing their skills with peers.TG:Youths 15-29, including vulnerable groups(VG), Youths at risk from small or remote locations,Students at risk of dropping out from school and Non-youths.Activity is open-ended and is not included in "Indicators". 2. Youth camp Implemented jointly with the youth centers of the National Network of Youth Centers (NNYC).The aim is youths from different regions from Bulgaria to implement environmental friendly activities,to share their ideas for future development,to communicate and work in a team,developing their "soft" skills,exploring new places and peculiarities of the nature on the Northern Black Sea and exchanging experience.TG:Youths 15-29–60 p. and Non-youths–15 p. 6. Activity 6 International exchanges with a donor-state partner. International youth exchanges of experiences. Center “Without borders”.: 1.International exchanges with a donor-state partner Dobrich Municipality together with its project partner from the Donor - State, Kopavogur Municipality, Iceland, will implement 2 international youth exchanges. The purpose of this activity is for strengthening bilateral relations with Donor-States, as well as to share experiences and good practices in working with young people. The exchanges will be provided in two stages: - Representatives from Dobrich Municipality, Youth Center Dobrich and active young people will visit Kopavogur Municipality, Iceland; Target groups: Young people aged between 15 and 29 years and Non-youth groups - 21 participants. - Representatives engaged in youth activities from Iceland will visit Youth Center Dobrich. Target groups: Young people aged between 15 and 29 years and Non-youth groups - 10 participants. 2. International youth exchanges of experiences - Young people from Dobrich and the region will visit different countries. The aim is to exchange experiences and good practices in working with young people, to conduct training activities on topics that are important for young people. Target groups: Young people aged between 15 and 29 years – 75 participants and Non-youth groups - 30 participants. - Youth Center Dobrich will organize international youth exchange with young people from abroad. The aim for youngsters from abroad is to share experiences and good practices on topics that young people are facing and are concerned about. Activity 7 Audit: Dobrich Municipality will ensure independent financial audit during the implementation of the project "Youth Center Dobrich - Your Today". Activity will provide financial audit carried out in accordance with applicable national legislation, International Standards on Auditing and any other documents resulting the project commitments. Activity 8 Information and publicity: This activity includes measures related to the announcement of the financial assistance of the European Economic Area Financial Mechanism 2014-2021. The aim of information and publicity measures is to raise public awareness about the project and demonstrate its role and importance for Dobrich Municipality. The measures target the target groups and the general public. All information and publicity materials related to the implementation of this project under the European Economic Area Financial Mechanism 2014-2021 will be in accordance with the requirements of the Communication and Design Manual.
