The objective of this reform is to contribute to tackle energy poverty and protect vulnerable consumers by introducing in the Energy Act and secondary legislation a definition of “energy poverty” and criteria for identifying households in energy poverty and vulnerable consumers. The reform shall take into account the criteria listed in the Directive (EU) 2019/944: low income, high expenditure of disposable income on energy and poor energy efficiency. The implementation of the reform shall be completed by 31 December 2022.
