Description

The Financial plan aims to provide financing of part of the remunerations, including additional remuneration for performance, social security contributions to them of 70 employees, including the Executive Director and the staff of the specialized administration of the Public Procurement Agency/PPA/. According to the employment analysis, employees’ working hours are related to the implementation of ESIF activities, including: providing methodological assistance to the contracting entities for the implementation of PPL and regulatory framework in the conduct of procedures financed by ESIF funds, carrying out controls through random selection of procurement procedures, control of negotiated procedures, control of amendments to public procurement contracts, provision of the e-procurement process through the Centralised Automated Information System “Electronic Public Procurement”. In addition, part of the funds of this financial plan will be used to provide the opportunity to increase the knowledge, skills, professionalism, qualification of PPA employees. The knowledge and experience gained during the trainings, workshops and study visits to institutions analogous to the PPA in EU Member States will manifest as a quality of the outcome of the experts’ work in the performance of their duties - higher results, higher efficiency, better motivation and confidence in the performance of the tasks. 

For the PPA, as an institution assisting the Minister of Finance in the implementation of public procurement policy, it is of utmost importance to have a well-prepared, professionally competent and motivated administrative capacity. It is expected that all this will affect indirectly, in a positive way, the entire process of awarding and conducting lawful public procurement and reducing the committed infringements and irregularities.
