Description

Brief description 
Проектното предложение "МЕСТЕН ПОТЕНЦИАЛ В ДЕЙСТВИЕ - СЪДЕЙСТВАЙ, РАЗВИВАЙ, ОСТАВАЙ" е за изпълнение на Стратегия за ВОМР на сдружение "МИГ Харманли", която да се прилага на ниво Община Харманли (селски район, съгл. приложение № 2 от ПМС № 494, която е с непрекъснати граници).  Територията е с население 24529 жители към 31.12.2020г. по данни от НСИ. Стратегията е разработена за период до 31.12.2027г. В резултат от проведената широка информационна кампания сред населението, настоящата СВОМР включва ясни и конкретни предложения от местната общност. Това гарантира прилагането на принципа „отдолу-нагоре“, като в процеса бяха ангажирани представители на всички ключови сектори и групи от територията. Избраните в стратегията мерки съответстват на идентифицираните в проучването и анализа на територията нужди. Избраните в Стратегията за ВОМР 7 броя мерки и дейностите към тях, включително за сътрудничество са в съответствие с Регламент (ЕС) 2021/1060 и Регламент (ЕС) 2021/2115 и водят до постигане на целите на СПРЗСР. Стратегията за ВОМР на „МИГ Харманли“ е напълно съобразена с целите, приоритетите и логиката на Интегрираната териториална стратегия за развитие на Южен централен район. Планираните интервенции и мерки по Стратегията допринасят за изпълнението на водещите стратегически приоритети на ЮЦР в периода 2021–2027 г., като се интегрират в рамката на регионалното развитие, чрез фокус върху иновации, устойчиво земеделие, зелена трансформация, социално включване и подкрепа за уязвими групи.
В допълнение, към стратегията е включено допълващо финансиране от Програма "Образование" 2021 - 2027г. и Програма "Околна среда" 2021 - 2027г.
Стратегията за ВОМР на сдружение "МИГ Харманли" надгражда успешно реализирани от МИГ - Стратегии за местно развитие по ПРСР 2007г. - 2013г. и ПРСР 2014г. - 2020г.
