Brief description
Проектът е насочен към обучение и подготовка на служителите на Центъра за управление на кризи (ЦУК) в Българското Министерство на външните работи (БМВнР) за ефективно реагиране в случай на възникване на различни кризи в чужбина, в които са засегнати български или други граждани на страна от ЕС, непредставени в съответния регион (в съответната държава).
Дейността ще включва учебно посещение в Осло, Норвегия, където в Норвежкото министерство на външните работи (НМВнР) ще се проведе семинар за обмен на опит. Българските служители ще се запознаят с норвежкия опит от управлението на кризи и как НМВнР е организирана за справяне с консулските кризи. Освен това ще бъде направена информационна обиколка на офисите на НМВнР със споделяне на информация за техническата инфраструктура и решения, използвани от норвежките колеги при криза.
Втори семинар за обмен на опит ще се проведе в София, България, в българското Министерство на външните работи. На този семинар норвежките колеги ще бъдат запознати с българския опит и практика в областта на реагирането при кризи. Ще бъдат уточнени и конкретните възможности на мобилното приложение (инструмент за подпомагане реакцията при кризи),чиято разработка, внедряване и начало на използване от потребителите се явяват един от резултатите на проекта.
Activities
  • Activity: Seminars for knowledge exchange and information tour: The activity aims to train the employees of the Crisis Management Center of the Ministry of Foreign Affairs of Republic of Bulgaria for effective responsiveness in case of bulgarian citizens or other EU citizens are in crisis situation in a state, which EU is not represented. The activity will include visit at Norwegian Ministry of Foreign Affairs where Bulgarian employees will be aquainted with the norwegian experience in acting in crisis situatian and management. An information tour will be led through the offices of the Norwegian Ministry of Foreign Affairs and crucial information about the techical infrastructure and solutions used by Norwegian Ministry of Foreign Affairs will be shared. Second seminar will be held in Sofia where norwegian colleagues will be informed about the bulgarian experience with the crisis management. At the same seminar the exact capabilities of the mobile application will be discussed and improved if needed. , Contracted Amount: 22 492.04 , Reported Amount: 14 713.86
  • Activity: Equipped Crisis Management Center at the Bulgarian Ministry of Foreign Affairs - Development of a Mobile Crisis Response Application: Activity: Equipped Crisis Management Center at the Bulgarian Ministry of Foreign Affairs - Development of a Mobile Crisis Response Application Description: The activity is aimed at developing and launching a mobile application for crisis response, which will significantly improve the technical means and the capacity of the Crisis Management Center of the Ministry of Foreign Affairs of Republic of Bulgaria to respond, assist or evacuate Bulgarian citizens affected by disasters abroad. The project organizer will develop a technical specification of the functionalities of the mobile application and will conduct a tender to ensure the good implementation of the specified software requirements. In the development of the technical specifications will be used a template according to art. 38 of the Regulation on the general requirements to the information systems, registers and electronic administrative services. The section "I’m traveling to…" on the MFA website will be expanded by the Contractor and the mobile application will be synchronized with it. The development of the mobile application will consist of 4 phases: 1. Period for design and development of the technical specifications; 2. Conducting a tender; 3. Writing the code of a multilingual mobile application, as well as the development and implementation of all necessary components for the expansion of the functionalities of the section “I’m traveling to…” on the site of the Bulgarian MFA; 4. Period for testing and official launch of the mobile application and the new functionalities of the section “I’m traveling to…” on the Bulgarian MFA website. The project organizer will require 4-year warranty support for the mobile application. The project organizer will study the experience and best practices of other EU Member States and partner countries (including Norway) in the field of mobile crisis response applications and, in combination with its own views and needs, will prepare the final technical specification. , Contracted Amount: 254 257.90 , Reported Amount: 64 502.53
