Организация и управление на проекта / Organization and management of the project:
Управлението на проекта ще се осъществява от съвместен екип, сформиран от служители на кандидата и партньорите. Екипът ще се състои от експерти от администрацията на община Челопеч със следните функции и задължения: Ръководител на проекта - осигурява дейностите по координация, мониторинг и докладване и съхранение на документите по проекта; Kоординатор-подпомага административно екипа по проекта и отговаря за дейностите по информация и комуникация; Счетоводител, който отговаря за подготовка на документите, необходими за извършване на плащания и счетоводна отчетност и подпомага координатора при финансовия мониторинг; Експерт строителство - подпомага административно екипа по проекта и отговаря за изпълнението на заложените мерки за смекчаване и адаптация към климатичните промени. Експерти от общините Златица, Копривщица и Мирково (за всяка по един): Счетоводител-подготовка на документите, необходими за извършване на плащания и счетоводна отчетност и подпомага при финансовия мониторинг на партньорите и Координатор, който подпомага административно екипа по проекта и отговаря за дейностите по информация и комуникация. Партньорът от Норвегия ще осигури един координатор, който отговаря за цялостното планиране, координация, изпълнение и отчитане на дейностите му. Отговорностите на екипа са описани подробно в секция 9.ЕКИП.Обществените поръчки по проекта ще бъдат подготвени и проведени по реда на ЗОП и подзаконовите нормативни актове. Ще бъдат извършени текущи одити и на окончателен одит на проекта и на партньорите. Текущият одит по проекта ще обхваща периода на междинно отчитане на извършените дейности по проекта и ще придружава всеки междинен отчет.
The project will be managed by a team formed by employees of the applicantand partners. The team will consist of experts from the administration of Chelopech municipality with the following functions and responsibilities. Team leader who ensures the activities for coordination, monitoring and reporting and storage of project documents;Coordinator who administratively supports the project team and is responsible for information and communication activities; Accountant responsible for preparing the documents required for making payments and accounting and assisting the coordinator in the financial monitoring. Civil Expert responsible for the follow up of the execution of measures for mitigation and adaptation to the climate changes. Experts from Zlatitsa, Koprivtstitsa and Mirkovo municipalities (one for each) Accountant responsible for preparing the documents required for payments and accounting and assisting the coordinator in the financial monitoring of the partners and Coordinator who administratively assists the project team and is responsible for the information and communication activities. The Norwegian partner will provide a coordinator who will be responsible for the overall planning,coordination, implementation and reporting of the activities for Norway partner. The responsibilities of the team are described in detail in section 9. TEAM. The public procurements under the project will be prepared and conducted by the order of the Public Procurement Act and the by-laws on its implementation.Ongoing audits will be performed on both the final audit of the project and the partners. The ongoing audit of the project will cover the period of interim reporting of the project activities performed and will beattached to each interim report. The final audit will cover an examination of the activities and costs for theentire period of the project from the signing of the Grant Agreement to the date of completion of the projectcosts. For each performed audit, according to its type (current or final), an audit report will be prepared andcertified by the auditor.,

Разработване и прилагане на мерки за смекчаване и адаптация към климатичните промени / Development and implementation of measures for climate change mitigation and adaptation: Дейностите предвиждат въвеждане на мерки за смекчаване и адаптация към климатичните промени в четирите български общини. Всички мерки реализират цели за намаляване на емисиите на парниковите газове и смекчаване и АИК. Конкретните мерки са:
1. Пилотен проект за доставка и монтаж на покривна фотоволтаична инсталация за производство на електрическа енергия от възобновяем източник на сградата на основно училище "Св. Св. Кирил и Методий", община Челопеч.
2.Доставка, монтаж и изготвяне на становица, чертежи, схеми, изчисления и указания за изпълнението, съгласно чл.147, ал.2 от ЗУТ за обект „ зарядна станция за електромобили, захранена от фотоволтаична инсталация“ на територията на обществен паркинг в община Челопеч.
3.Пилотен проект за доставка, монтаж и изготвяне на становища, чертежи, схеми, изчисления и указания за изпълнението, съгласно чл.147, ал.2 от ЗУТ за обект „покривна фотоволтаична инсталация за производство на електрическа енергия от възобновяем източник за нуждите на сградата на младежкия център“ в община Копривщица.
4.Инсталиране на соларна система за топла вода за нуждите на детска градина „Дора Габе“в община Мирково.
5. Инсталиране на соларна система за топла вода за нуждите на основно училище „Георги Бенковски“в община Мирково.
6.Пилотно въвеждане на домашно компостиране на биоразградими отпадъци в 250 домакинства на територията на община Златица.

2. Delivery, installation and preparation of a stand, drawings, schemes, calculations and instructions for implementation, according to Article 147, paragraph 2 of the Spatial Development Act for the site "charging station for electric vehicles, powered by photovoltaic installation" in a public parking lot in the municipality Chelopech.

6. Pilot introduction of home composting of biodegradable waste in 250 households on the territory of Zlatitsa municipality.,

Оценка на съществуващите планове за интегрирано развитие на общините и разработване на планове за смекчаване и адаптация към изменението на климата / Evaluation of the existing plans for integrated development of the municipalities and development of plans for mitigation and adaptation to climate change: Дейността предвижда реализация на няколко основни етапа, свързани с оценка и разработване на стратегически документи в областта на прилагане на мерки за смекчаване и АИК. Първият етап ще включва оценка на съществуващите планове за интегрирано развитие на 4-те общини и съответствието им с изпълнението на целите за намаляване на емисиите на парникови газове свързани със „зелената сделка“ и поетите ангажименти на национално ниво ЕС. Набелязаните мерки по време на обучението за смекчаване и АИК и трансфера на добрите практики от Норвежкия партньор ще послужат за основа за разработване на плановете за всяка една община поотделно, съобразно нейните специфики. Във втори етап ще се разработят планове за смекчаване на въздействието, като се отчете влиянието на съществуващите в районите на общини Мирково, Челопеч и Златица на предприятия за рудодобив и цветна металургия и съпътстващата инфраструктура (хвостохранилища) и въздействието върху качеството на околната среда. За всяка една община ще бъде изготвен краткосрочен и дългосрочен план (до 10 годишен период) като за всяка една община партньор ще бъде използвам индивидуален подход. В плана на всяка една община ще бъдат включени мерки за намаляване на риска от бедствия и неблагоприятни климатични явления.
The activity envisages the implementation of several main stages related to the evaluation and development of strategic documents in the field of implementation of mitigation measures and AIC. The first stage will include an assessment of the existing plans for integrated development of the 4 municipalities and their compliance with the implementation of the greenhouse gas emission reduction targets related to the "green deal" and the commitments made at the national level of the EU. The measures identified during the training for mitigation and AIC and the transfer of good practices from the Norwegian partner will serve as a basis for developing plans for each municipality separately, according to its specifics. In the second stage, plans will be developed to mitigate the impact, taking into account the impact of existing in the municipalities of Mirkovo, Chelopech and Zlatitsa enterprises for mining and non-ferrous metallurgy and related infrastructure (tailings) and the impact on environmental quality. A short-term and long-term plan (up to a 10-year period) will be prepared for each municipality and an individual approach will be used for each partner municipality. The plan of each municipality will include measures to reduce the risk of disasters and adverse climatic events.

Информация и публичност / Information and publicity: Общите информационни и комуникационни дейности по проекта са свързани с подготовка и провеждане на две информационни събития - откриваща и закриваща пресконференция за популяризиране на финансовата подкрепа на ФМ на ЕИП чрез програмата. Ще бъдат разработени и доставени и четири банера по проекта, по един за всеки български партньор, които ще бъдат сложени на видно място в административните сгради на общините и ще се поставят на подходящи места по време на провеждането на планираните информационни кампании по проекта. Цялата информация по проекта ще се качва на специален раздел на страницата на община Челопеч. Ще бъдат изработени и монтирани постоянни обяснителни табели на всяка сграда и съоръжение с доставено оборудване по проекта в 4-те общини. Допълнително за информационните кампании ще бъдат подготвени информационни листовки и ще бъдат закупени соларни лампи, които ще бъдат раздавани на домакинствата, с цел поощряване на използването на енергия от възобновяеми източници.
The general information and communicationactivities of the project are related to preparation and holding of two information events - opening and closing press conference to promote thefinancial support of the EEA FM through the program. Four project banners will be developed anddelivered, one for each Bulgarian partner, which will be placed in a visible place in the administrativebuildings of the municipalities and will be placed in appropriate places during the planned informationcampaigns on the project.All the information related to the project will be uploaded to special section on the Chelopech municipality website. Permanent explanatory boards will be made and installed on each building and facility with equipment delivered under the project in the 4 municipalities. In addition, other advertising materials will be prepared - will be preparedinformation leaflets and solar lamps will be purchased and distributed to households in order toencourage the use of energy from renewable sources.

Подобряване на компетентността, уменията и експертизата на общинско ниво в областта за планиране на мерки за смекчаване и адаптиране към климатичните промени / Improving the competence, skills and expertise at the municipal level in the field of planning measures for mitigation and adaptation to climate change: В рамките на дейността ще бъде реализирано 2-дневно обучение в България на служители от всички общини партньори, насочено към повишаване на компетентността им за планиране на мерки за смекчаване и АИК. За реализирането му ще бъде ангажирани обучители от Норвегия с опит в планирането и прилагане на мерки и дейности за борба с изменението на климата в секторите, които са отговорност на общините в България, като: управлението на EE, отпадъците, намаляване на емисиите на парникови газове и замърсяването с ФПЧ на местно ниво. Обучението е изцяло с практическа насоченост и ориентирано към нуждите на всяка една община. Определените общински служители ще трябва да направят предварителен анализ на общинската правна рамка, на базата на който да определят насоката на своята работа по време на обучението. Като резултат за всяка община трябва да бъдат определени конкретни мерки и задачи, които да бъдат предложени на общинското ръководство за включване в стратегическите планове и програми на съответната община, обхващащи сектори, имащи отношение към темата и координирани с останалите общински планове и програми без да се припокриват по съдържание. Обучението ще бъде организирано в работни групи с цел въвличането и активното участие на всички участници. Отговорен партньор за изпълнението на дейността е Община Челопеч, която ще организира обучението съвместно с IDN Research, партньорът от Норвегия.
As part of the activity in BG, a 2-day workshop(WP) will be conducted for employees from all of the municipalities, aimed atincreasing their competence for planning measures for mitigation ACC. It will be attended by trainers from Norway with expiriance inplanning and implementing measures and activities to fight CC in the sectors that are the responsibility of municipalities in Bulgaria, such as:EE management, waste, emission reduction from greenhouse gases and pollution with fine dust particles at the local level. The WP is entirelypractical and oriented to the needs of each municipality. The designated municipality employees will've to make a preliminary analysis of the municipallegal framework, based on which to determine the direction of their work during the WP. As a result, for each municipality specific measures and tasksshould be determined, which should be proposed to the municipality leadership for inclusion in the strategic plans and programs of the respective municipality,covering sectors related to the topic and coordinated with other municipalities plans and programs without overlap of the content. The WP will be organizedin working groups so that all municipality employees will participate actively. For the successful updating and synchronization of the local planningdocuments with the National Strategy for CCA and other normative docs at the national level, a trainer from BG with experience will be provided.The working language - BG, with translation provided for the 3 days of WP, both for the general sessions and for the individual sessions andgroup work during the different days. The responsible partner for the implementation of the activity is Chelopech municipality, which will organize theWP together with the partner IDN Research, Norway.

Обмен на опит и добри практики от Норвегия в областта на адаптация към изменението на климата / Dissemination of good practices by Norway in the field of climate change adaptation : По настоящата дейност ще бъдe реализирано пътуване до Норвегия за обмяна на опит и добри практики, в което ще вземат участие служители на общините Челопеч, Мирково, Копривщица и Златица. Основен акцент ще бъдат реализираните политики в различни сектори, оказващи положително въздействие за смекчаване и адаптация към климатичните промени. За целта ще бъде организирано четири дневно работно посещение до гр. Осло, Норвегия с участието на 12 общински представители от всички общини, с цел обмяна на опит и добри практики, реализирани в сектор енергетика, управление на отпадъци и води, разумно използване на природни ресурси и опазване на околната среда, както и дейности за намаляване на емисии на парникови газове и подобряване на качеството на околната среда.
Under this activity, a trip to Norway will be realized for exchange of experience and good practices, in which employees of the municipalities of Chelopech, Mirkovo, Koprivshtitsa and Zlatitsa will take part. The main focus will be on the implemented policies in various sectors, which have a positive impact on climate change mitigation and adaptation. For this purpose, a four-day working visit to Oslo, Norway will be organized with the participation of 12 municipal representatives from all municipalities, in order to exchange experience and good practices implemented in the energy sector, waste and water management, prudent use of natural resources. and environmental protection, as well as activities to reduce greenhouse gas emissions and improve the quality of the environment.,

Одит на проекта / Project Audit
: Съгласно Насоките за кандидатстване по проекта трябва да се извърши одит на дейностите по проекта, включително одит и на проектните партньори. Одитът на дейностите по проекта ще бъде текущ и окончателен. Текущият одит по проекта ще обхваща периода на междинно отчитане на извършените дейности по проекта и ще придружава междинният отчет по проекта. Окончателният одит ще обхваща проверка на дейностите и разходите за целия период на проекта от подписването на ДБФП до датата на приключване на разходите по проекта. Одитът на независимия одитор ще включва изразяване на независимо одиторско мнение относно законосъобразно и целесъобразно изпълнение на проекта в съответствие с международните одиторски стандарти, при съблюдаване на изискванията на приложимото национално законодателство и съотносимите към него нормативни актове, осигуряващи принципите на прозрачност, устойчивост и добро финансово управление на проекта. Въпросите, предмет на преглед и мнение ще бъдат подробно изложени в договор между бенефициента и външния одитор. Основни области на одит: - допустимост на разходите в съответствие с изискванията на процедурата; - действително извършени дейности по проекта, - надлежно документиране на разходите, - счетоводната система за отчитане, - рискови области по проекта и др.
According to Application guidelines the project activities should be audited, including the audit of the project partners. The audit of the projectactivities shall be ongoing and final. The ongoing audit of the project shall cover the interim reporting of the project activities and shall accompanythe interim report on the project. The final audit will include a check of the activities and costs for the entire project period from the signing of theProject Contract to the date of completion of the project costs. An audit performed by an independent auditor is mandatory for the beneficiary.The audit of the independent auditor will include the expression of an independent auditor's opinion on the lawful and appropriate implementationof the project in accordance with international auditing standards, while observing the requirements of the applicable national legislation and therelevant normative acts, ensuring the principles of transparency, sustainability and sound financial management of the project. The issues to bereviewed and considered will be set out in detail in a contract between the beneficiary and the external auditor. Main areas of audit: - eligibility of expenditure in accordance with the requirements of the procedure; - project activities actually carried out,- proper documentation of costs, - the accounting reporting system, - project risk areas, etc.,
